What is the AIPP?
The Atlantic Immigration Pilot Program was first announced by Canada Immigration & Citizenship in 2017, will be valid for three years until the end of December 2021, and applied in Canada’s 4 Atlantic Provinces including Nova Scotia, New Brunswick, Newfoundland & Labrador, and Prince Edward Island (PEI).
AIPP aims to attract a larger number of skilled workers and increase population growth and employment rates in the Atlantic Provinces, therefore designated employers are given permission to recruit and hire foreign workers, which will create more settlement opportunities for foreigners, especially skilled workers.
What types of occupations to be accepted for the AIPP program?
The AIPP uses the National Occupational Classification (NOC) system of organizing and describing occupations to assess if candidates’ working experiences and job offers meet AIPP’s conditions.
The candidates need to be able to differentiate the following NOC groups:
- Skill Type 0: management jobs. Such as: restaurant managers, mine managers, shore captains (fishing)
- Skill Level A: professional jobs that usually call for a degree from a university. Such as: doctors, dentists, or architects.
- Skill Level B: technical jobs and skilled trades that usually call for a college diploma or training as an apprentice. Such as: chefs, plumbers, electricians
- Skill Level C: intermediate jobs that usually call for high school and/or job-specific training. Such as: industrial butchers, long-haul truck drivers, food and beverage servers
Process and procedures to immigrate in Canada through AIPP
The Atlantic Immigration Pilot Program was built on the connection between employees and employers. The list of designated employers will be appointed by each province’s authority. They are allowed to hire foreign workers but not required to apply for a Labor Market Impact Assessment (LMIA).
When qualified applicants are selected, employers will send them job offers. Accepted applicants then get the contracts from the employer and will be connected to a designated settlement service provider organization. They will be assisted to make a clear settlement plan for themselves and their families, to get the Certificate of Endorsement from the province and to submit permanent resident applications.
Besides, the employers also support the new immigrants to settle down and adjust to the new life in Canada.
Conditions of the AIPP
The Atlantic Immigration Pilot (AIPP) has 3 programs including Atlantic High-Skilled Program, Atlantic Intermediate-Skilled Program, Atlantic International Graduate Program, each corresponding to each different program requirements.

Major benefits of Atlantic Immigration Pilot Program
- AIPP is the fastest way to get a Canadian permanent residence card (about 6 months processing time).
- Immigration for your whole family: Spouse and dependent children under 22 years old are allowed to immigrate to Canada with the main applicant
- A temporary work permit can be issued to the applicants during the processing time.
- The AIPP is a new pilot program in Canada, so the requirements are easy to meet, for example low language requirements: CLB 4.
- AIPP for skilled workers is a rare program that does not rank the candidates by some factors such as age, education, working experience, etc.
Thanks to the success of the pilot phase of the AIPP, the Canadian Government has decided to extend the program to December 2021 and increase the target from 2,000 applicants for 2019 to 4,000 applicants in 2020. This will be the optimal choice if you have the goal of immigrating in Canada.
